Looking at the shore of the Netherlands, we see the windmills along the lovely countryside. Keep in mind that none of them resemble the mill portrayed in the 1937 award-winning cartoon, "The Old Mill."
In town, Pluto is pulling a milkcart and is dropping off milk bottles to residences, including a family that is on vacation. He uses the mill as an aid to put on the top window of another mill. On the other hand, we have Dinah, the other half of this lovely dog couple, watching Pluto deliver the milk from the mayor's office. Eventually, their eyes meet, and Pluto decides to pour milk into Dinah's bowl, but is so hung up with Dinah's beauty that the milk overflows the bowl, so Dinah barks at him to stop pouring. Dinah thinks about turning away from Pluto, but the infatuation continues.
Pluto then notices a row of tulips not far away, so he waters (well, milks) the first flower and as Dinah tastes the mail from the tulip, Pluto creeps closer and gets a big smooch from Dinah, which sets him off. He then continues to mail the rest of the flowers and smooches Dinah back. Dinah then runs to start a lovely chase, but gets caught in a rope which set off the dike alarm (for emergencies only). The townspeople think something bad had happened, but as Pluto got the rope off of Dinah's back leg, they are surrounded by the Mayor and the townspeople. Needless to say, the Mayor was not in a happy mood, so they insult the dogs and tell them not to come back.
Pluto was very upset about this. Fortunately, Dinah is there to console him, but then they notice a leak coming from a hill. A pipe was about to break, and Pluto asks Dinah to contain the leak until he comes back. Pluto becomes determined to get the attention of the people and pulls the emergency bell to warn them, although they continue to insult Pluto by throwing objects at him.
Once Pluto overhears the townspeople say that they would hang him from the dike, he becomes a desperate dog. First, Pluto quickly races past the mayor, breaks his pipe, and continues to cause chaos. He finally has them follow him to the leak where Dinah now is holding it down for dear life. However, the pressure became too strong and Dinah was pushed back. As Dinah fights the water current, Pluto finally arrives and, in 1939 "Pointer" style, points out the leak to the mayor. They all find Dinah burrowed in to block the leak. The mayor and the townspeople commend the dogs for saving their town from potential disaster, and in the end, Pluto and Dinah leave together with Pluto pulling the milkcart and Dinah riding along.
I found that the German word "dumkopf" was used twice in this cartoon. Although it did not have much to offer but a little excitement at the end, I would not call it that "dumb" of a film.
